I am writing to express my concern regarding the omission of climate displacement from the conditions on which refugee and asylum is granted in Ireland. An overwhelming number of people are currently within this bracket of climate displaced, however, are not granted such rights and amenities due to the legal terminology concerning the definition of refugee.

The international community has a focus driven approach on climate change and mitigation. However, while we all regard mitigating the adverse effects of a changing climate as a must do, we are failing to account for the need to adapt our laws concerning those who have and are experiencing these effects. Today climate change is creating more ‘refugees’ than any conflict and this number will only grow. While we mitigate climate change in Ireland and reduce our greenhouse gas emissions, we must as a state that has remained a leading representative for humanitarian responsibilities since our founding, work towards the inclusion of everyone in this future we are creating.

Due to the lack of recognition to climate displacement, the statistics can be vague. However, the UN estimates that in 2017 alone roughly 25 million people were displaced from their homes as a result of adverse climate factors. By 2050 this number could be higher than 250 million. These people remain powerless, locked within the legal limbo of the international definition of the refugee. I would ask that you approach this issue in a manner which reflects the immediate needs of those within this legal ambiguity.
